On Randver Brotamaðryou used the actual template on his page. You used the source code from Template:Populace, when you should have used the source code from Template talk:Populace. The first link is the raw HTML and if you use that, it doesn't update when you change the base template. Use the wiki markup used as an example in the talk page.
